  • To be legally competent
  •  To be of good conduct and has never been convicted by a final court judgment of a crime involving a breach of honour or public trust unless rehabilitated
  • All data, documents, and forms required by the Authority shall be attached with the membership application
  • Paying annual membership fees.

  • Requires the individual to be a regular student in any major qualifying them for a university degree from one of the recognized universities.

  • Must pass the first level of the Business valuation Fellowship exams.

  • أن يكون حاصلًا على درجة جامعية في أحد التخصصات التي تعتمدها الهيئة من إحدى الجامعات المعترف بها.
  • أن يكون سعودي الجنسية.
  • اجتياز المستوى (الأول) من اختبارات شهادة الزمالة في فرع تقييم المنشآت الاقتصادية.

Membership Requirements:

  • Requires the individual to obtain a Fellowship certificate in the Business Valuation sector.
  • Must hold a university degree in one of the specialties recognized by the authority from one of the recognized universities.
  • Must register 2000 hours of experience on the electronic portal.
Fellowship Certification
General conditions for granting the Fellowship certificate
  • To hold a university degree in one of the approved specialties according to each branch of valuation, as determined by the Membership Regulations of the Authority, unless exempted as one of the basic exempted members under Article (40) of the regulations.
  • Pass all fellowship certification exams according to each valuation sector.
  • Complete the required experience hours to obtain the Fellowship Certificate.
Experience Hours Required

Hours of experience consist of direct hours and indirect hours. Direct experience hours denotes hours from result from carrying out valuation work, and are calculated through valuation reports, while hours of indirect experience are those that result from supervising the work of valuators, or performing work related to valuation. It is calculated in years of experience.

To obtain the fellowship certificate, at least (3000) hours of experience must be registered in the member’s account in e-services portal, provided that at least 50% of hours of professional practice are gained from valuation work.

ويشترط فيمن يتم منحه الترخيص الشروط التالية:

  • أن يكون حاصلاً على عضوية أساسية سارية.
  • أن يكون مقيداً في السجل.
  • أن يرفق بطلب الترخيص ما تطلبه الهيئة من بيانات، ووثائق ومستندات ونماذج.
  • دفع المقابل المالي للترخيص.

  • Work according to valuation standards provided by Taqeem.
  • Work or train in a licensed valuation firm according to a valid contract.
  • Sign all reports and works in which the member participated.
  • The member shall not provide valuation service to more than one client for the same asset except after obtaining the written consent from all clients.
  • Present membership and accredited valuer license of the person or firm they work for when carrying out any valuation work.
  • Commit to maintain the validity of membership while working at the valuation firm.

  • الالتزام بمزاولة المهنة وفقاً للأحكام والقواعد المنظمة لمهنة التقييم
  • مزاولة المهنة من خلال منشأة التقييم
  • تمكين الهيئة أو من يمثلها من مباشرة اختصاصاتها في مراقبة جودة الأداء المهني، وضبط المخالفات
  • أن يبين عند توقيعه على تقارير التقييم نوع الفرع الذي رُخّص له بمزاولة المهنة فيه، وفئة عضويته الأساسية.
  • أن يوقع على جميع التقارير التي يصدرها وفقاً لما حددته المادة (الرابعة عشرة) من النظام، والتأكد من توقيع جميع المشاركين في إعداد التقرير من العاملين لديه في المنشأة، ويعد من المشاركين في إعداد التقرير كل من يزاول أعمال المعاينة أو إعداد الدراسات الاقتصادية أو المالية ونحوها المرتبطة بتحديد القيمة للأصل محل التقييم.
  • أن تكون جميع تقارير التقييم الصادرة منه باللغة العربية، ويجوز استخدام لغة أخرى إذا اتفق المقيم المعتمد مع العميل على ذلك، على أن يلتزم المقيّم المعتمد بتزويد الهيئة أو أي جهة من الجهات الرسمية المختصة بنسخة معتمدة من تقريره باللغة العربية عند طلبها ذلك.
  • إعداد ملف عمل متكامل لكل تقرير تقييم نهائي صادر عنه، بما يشمل التقارير المكتوبة والمراسلات والمذكرات والمستندات والمعلومات والبيانات، والمعاينات، والمصادر، والطرق المستخدمة والتحليل، والحسابات، وبيان لكافة الإجراءات التي تم اتخاذها لدعم وتأكيد صحة نتيجة التقييم.
  • وضع لوحة على مقر منشأة التقييم وفروعها -إن وجدت- تدل على مزاولة المهنة، على أن تستوفي اللوحة الشروط والمتطلبات التي تضعها الهيئة بهذا الخصوص.
  • ‌أن يكون جميع القائمين بأعمال التقييم والمشاركين في إعداد تقرير التقييم في منشأته من الحائزين على إحدى صفات العضوية سارية النفاذ، ويعملون – تحت إشرافه ومسؤوليته- وفق عقود عمل نظامية، مع تسجيلهم في حساب المنشأة، والتأكد من تجديد عضويتهم في الهيئة قبل انتهائها، ولا يخل ذلك بما يتم وضعه من ضوابط خاصة -يقرها المجلس- تستثني من بعض أحكام هذه الفقرة بما لا يتعارض مع المتطلبات النظامية والمهنية.
  • الالتزام بإبراز عضويته وترخيصه عند مباشرة أي عمل من أعمال التقييم بما في ذلك الأعمال الميدانية كالمعاينة وغيرها، والتأكد من قيام جميع العاملين لديه بالالتزام بأحكام هذه الفقرة
  • مراعاة ما يقضي به نظام العمل ولائحته والتعاميم والقرارات ذات العلاقة
  • المساهمة في تدريب الأعضاء المنتسبين والطلاب، وفقاً لما تحدده الهيئة من ترتيبات بشأن ذلك.
  • ‌تجديد عضويته في الهيئة، وترخيص مزاولته للمهنة قبل انتهائهما، ويُطالب بهذا الالتزام جميع الشركاء إذا كان المقيم المعتمد شخصاً اعتبارياً.
  • الالتزام بما تضعه الهيئة من قواعد وتعليمات تنظم عمل المقيم المعتمد في منشأة تقييم أخرى غير منشأته.
  • الالتزام -بالحد الأدنى- الوارد في نموذجي تقرير التقييم وعقد تقديم خدمات التقييم.
  • العمل بمقتضى القواعد والتعليمات الفنية والمهنية المُبلَّغة له من الهيئة.
